Selectmen’s meeting
January 24, 2012
All Selectmen Present
Meeting started at 7:00P.M.
 
The Selectmen reviewed and signed the manifest and approved two use of town hall contracts
.
Linda Clark, Paula Geil, Reagan Colburn and Rob Martin from the Monroe School Board were in to talk to the Selectmen about the water system. The Selectmen had asked the board to come in and discuss the changes that need to be made to the system. The town has had a problem with nitrates for quite some time now have Horizon Engineering working with us as well as DES. Everyone feels that the best way to solve this problem is to put in a nitrate treatment system. In order to do this we will need more space, we will need a 12X20 building for the system and storage of the salt.
The Selectmen are asking the School Board about taking over the old shed for the nitrate treatment and for the flushing of the system hook into the school leach field. The Selectmen have looked at the plans for the leach field as well as Horizon Engineering and both feel that it will not cause any problems. DES has given the town until December 31, 2012 to complete this project. The School Board said they will discuss it on Wednesday night and get an answer to the Selectmen on Thursday.
 
Linda Clark talked to the Selectmen about the technology in the school. Linda stated that the state is requiring all schools to do testing for the state on line starting in 2014. Because of this they feel they need to update all of the technology. The board is requesting $60,000.00 from the Buffum Fund for this project. The Selectmen said they will need the request in writing.
 
The Selectmen discussed the warrant article for the Monroe Clinic. The article is asking the people to approve signing a five year contract with the hospital for the clinic. The hospital would like to stay with a one year contract at this time as they are planning on revaluating in a year. The Selectmen will take this warrant article out.

Selectmen’s meeting
January 17, 2012
Meeting started at 7:00P.M.
All Selectmen Present
 
Budget Committee Members: Donna Mitton, PJ Blanchard, Len Bonosevich, Gail Miller, Steve Sherman, Mike Monahan and Cindy Frazer.
Public: Greg Moore, Bryan Turnbull, John and Sandy Lang
The Selectmen met with the budget committee to review the town budget.
Questions asked
1)      Why are Ballot Clerks up? We have four elections this year.
2)      Why is there no money in Revaluation of Property? Last year we put $4000.00 in this line as we had run out of money in the Assessing Trust Fund, at Town Meeting we put in $50,000.00 so we have enough until Town Meeting this year.
3)      Can we trim the amount in Employee Benefits? The Selectmen discussed this and took $5,000.00 out of this line.
4)      The Town Hall budget is up as we are planning on painting the outside of the building this year.
5)      In the Planning Board line it was asked if we had enough money to deal with the junk car and junk yard issues. The money is under legal fees.
6)      We were asked how much we get for Post Office rent. The amount is $6,790.00 a year which goes into a trust fund each year for repairs of the building.
7)      Under the Insurance line we were asked what this covers. It covers Property Liability Insurance as well as Workman’s Comp.
8)      Asked about police coverage. We have enough money in our budget for 60 times a year.
9)      In the Fire Dept we were asked why the telephone line is up. The Fire Dept. is looking into getting internet as they have to do reports online.
10)     Fire Dept salaries were also asked about as they are also up. They are getting paid more an hour now.
11)     Gail Miller asked if we thought that the Fire Dept. had enough money in their department as some lines were overspent last year. The Fire Dept. does their own budget it gives it to the Selectmen.
12)     On the Warrant Articles it was asked how old the tanker truck we have now is. Bruce said he thought it was a 1979.
13)     Article # 15 is to raise money for new furnaces at the Municipal Building. Bryan Turnbull does not feel this is necessary as we have a Town Buildings maintenance Trust Fund. It was explained that the Selectmen are trying to leave that money alone for when the roof on the Town Hall needs to be replaced.
14)     Sandy Lang asked about raises for town employees. She was told the town employees usually get a 3% raise each year.
15)     Sandy asked if the Selectmen had voted on this and if it was in the Selectmen’s minutes. She was told that there was not anything in the minutes about this.
Comments:
Bryan Turnbull would like to see more warrant articles with the money coming from surplus. He was told that $52,290.00 of warrant articles will come from surplus. The Selectmen also said that they need to keep a fair amount in surplus for abatements with the power company’s. We do have a court date for an abatement with the power company at this time.
Mike Monahan said he was pleased with the budget and happy to see we had money left to go into surplus.
Lothar Riba said he was very happy with the town budget.
 
The Selectmen reviewed and signed the manifest, approved two Use of Town Hall contracts and one raffle permit.
 
The Selectmen discussed the meeting they had with Jon Warzocha about the water system. They are going to request a meeting with the school board to discuss the options with them.
 
The Public Hearing for the Town Budget will be Monday January 30th at 7:00P.M.

Selectmen’s Meeting
January 10, 2012
Meeting started at 7:00P.M.

All Selectmen Present
The Selectmen reviewed and signed the manifest.
Bryan Turnbull was in to see the Selectmen. He was requesting information on the Buffum Fund. He would like to know the total amount in the fund and how much of that can be spent. He is looking into different options for updating the technology and for replacing the roofs for the school. Cindy will talk to the Trustees and get back to Bryan with the information.
 
The Selectmen approved two Use of Town Hall contracts and two Veterans Credits. The Selectmen also signed a letter authorizing the Trustees to pay ARC mechanical Contractors $487.00 from the Monroe Clinic Fund and Brett S. Purvis $1333.00 from the Assessing Fund.
 
Jon Warzocha from Horizons Engineering will be here on Wednesday January 11th at 3:00P.M. to meet with the Selectmen about the water system.
The Selectmen worked on the budget.
 
The Selectmen will be meeting with the Budget Committee on Tuesday  January 17th at 7:00 P.M.

Selectmen’s Meeting

The Selectmen reviewed and signed the manifest, approved one Use of Town Hall contract and also authorized the transfer of $25.00 from the PDIP Assessing Fund to the Woodsville Bank account.
Rebecca Brown and Jamie Seidel from Ammonoosuc Conservation Trust and Vermont River Conservancy were in to discuss with the Selectmen the conservation easement they are working on with Richard Johnson. They are looking for other properties in town that are waterfront properties or that have farmland that people might like to put into a conservation easement. They have received a grant of $50,000.oo for the purchase of the easement of the Johnson property and are working on a couple of other plans for the rest of the money needed. If this easement goes through than public access will be allowed for hunting and hiking. They also hope to make a camping area on one of the islands.
 
The Selectmen reviewed the 2011 budget and worked on the 2012 budget, they will be meeting with the budget committee on January 17th at 7:00P.M.
The polls will be open from 8:00A.M. until 7:00P.M. January 10th for the Presidential Primary.

Selectmen’s Meeting

The Selectmen reviewed and signed the manifest. Rick Ames was in to review the Fire Dept. budget with the Selectmen.  They also discussed putting a warrant article in to buy a used tanker truck. The Selectmen requested that Cindy check into interest rates.
 
The Selectmen worked on the budget. Next week they will be doing warrant articles and meeting with the Budget Committee on January 17th.
 
The winners of the Christmas decorating contest sponsored by the library were  Alan Chace and Tammy Newland for first place, Jack and Laura Crane got second place and Rick and Debbie Ames got third place.

Selectmen’s Meeting
December 13, 2011

The Selectmen reviewed and signed the manifest, approved one intent to cut and signed one use of town hall contract.
 
The Selectmen will be putting a notice in the Bridge Weekly giving people until January 30th to remove the junk vehicles from their property.

236:112 Definitions. – For the purposes of this subdivision:
I. "Junk yard'' means a place used for storing and keeping, or storing and selling, trading, or otherwise transferring old or scrap copper, brass, rope, rags, batteries, paper, trash, rubber debris, waste, or junked, dismantled, or wrecked motor vehicles, or parts thereof, iron, steel, or other old or scrap ferrous or nonferrous material. As used in this subdivision, the term includes, but is not limited to, the following types of junk yards:
(a) Automotive recycling yards, meaning a motor vehicle junk yard, as identified in subparagraph (c), the primary purpose of which is to salvage multiple motor vehicle parts and materials for recycling or reuse;
(b) Machinery junk yards, as defined in paragraph III; and
(c) Motor vehicle junk yards, meaning any place, not including the principal place of business of any motor vehicle dealer registered with the director of motor vehicles under RSA 261:104 and controlled under RSA 236:126, where the following are stored or deposited in a quantity equal in bulk to 2 or more motor vehicles:
(1) Motor vehicles which are no longer intended or in condition for legal use according to their original purpose including motor vehicles purchased for the purpose of dismantling the vehicles for parts or for use of the metal for scrap; and/or
(2) Used parts of motor vehicles or old iron, metal, glass, paper, cordage, or other waste or discarded or secondhand material which has been a part, or intended to be a part, of any motor vehicle.
II. "Local governing body'' means the mayor and board of aldermen or the council of a city, the selectmen of a town, or the commissioners of a village district.
III. "Machinery junk yard'' means any yard or field used as a place of storage in which there is displayed to the public view, junk machinery or scrap metal that occupies an area of 500 square feet.
 
Rick Ames was in to let the Selectmen know that Rinkers Communication has been sold to Central Vermont Communications and along with the sale the cost for the service has gone from $78.00 a year to $1,300.00. He is trying to find another company to work with.
 
The Selectmen discussed Health Insurance plans.
 
The Selectmen have received a response from DES on the three different plans that Horizon Engineering came up with for our water system. DES has a few questions on the different plans and also some suggestions which Horizon Engineering will review and respond to by the end of January.
 
Mike Scala from Senator Ayotte’s office will be at the town office on Thursday December 15th from 11:30 until 12:30 to talk with anyone who would like to stop in and see him.
 
The Christmas decorations will be judged on Monday night, the judges will be going out at 7:00 P.M. to work their way through town.  Let’s light up the town!

Selectmen’s Meeting
December 6, 2011
All Selectmen Present

Bob Regis was in to talk to the Selectmen about the FAST Squad. The FAST Squad is looking for new members, anyone interested in joining the squad please contact Bob.
 
Lothar Riba was in to discuss the water system. He is concerned about the nitrates in the system. He was told that the test results from a couple of weeks ago were very good and that another test was taken Tuesday. We need to have three good tests in a row before we can tell people that the water is fine. As far as the letter on the bacteria that went out in Tuesday’s mail that was a problem in August. The state never told the town they had to do another test in October so we did not do one. Because we did not do the test we had to send the letter out and do a test for bacteria, that test was also done on Tuesday.
 
The Selectmen reviewed and signed the manifest, they also approved one building permit and signed a letter authorizing the Trustees to pay Brett Purvis and Associates $1,333.00 from the Assessing fund. The Selectmen also signed the Equalization Assessment Data form for the state.
 
The Selectmen reviewed the budget.
 
Just a reminder a representative from Congressmen Charlie Bass’s office will be at the town hall on Monday December 12th from 9:00 A.M. until 10:00 A.M. to talk with anyone who would like to come in and see them.
 
On Thursday December 15th a representative from Senator Ayotte’s office will be here from 11:30 until 12:30 will be at the town hall to discuss talk with anyone who would like to talk to them.
 
A Christmas tree has been put up in the town hall with tags on it for children in the town of Monroe who need extra help for Christmas. This is being called the Monroe Angel Tree project and we have more than 30 tags on it. What we are asking is to pick up a tag and buy this child a gift and return the wrap[ed gift to the town hall by Wednesday December 21st.

Selectmen’s Meeting
November 29, 2011
All Selectmen Present

Meeting started at 7:00P.M.
The Selectmen reviewed and signed the manifest. They also approved one building permit and one Veterans Credit.
 
The Selectmen discussed who to get quotes for health insurance from, at this point the health insurance is through Primex and they will not be selling health insurance as of June 30, 2012. The Selectmen would like to get on a January through December plan if possible instead of July 1 through June 30th.
 
The Selectmen have hired Kevin Phelps to plow the Lang Road this winter.
 
The Selectmen discussed the nitrate test results. For the first time since July all wells have passed the nitrate test. The town will have to have three good tests in a row before they can tell the town’s people that the water is fine. We are hoping that this can be done before the end of December so we don’t have to send out nitrate notices again.
A member from Congressmen Bass’s office will be at the town hall Monday December 12th from 9:00A.M. until 10:00 A.M. to talk with anyone about concerns they may have.

The Selectmen worked on the budget. A couple of items that they are going to get estimates on are painting the exterior of the town hall and replacing the furnaces at the Municipal Building.
 
A resident came in to see the Selectmen and asked if they knew that someone was playing basketball at 9:30 on Saturday night. The Selectmen were not aware of this and want to remind people that you have to sign a contract to use the town hall.
 
The Selectmen approved buying four tables for the town hall as well as 24 chairs.

Selectmen’s Meeting
November 15, 2011

The Selectmen reviewed and signed the manifest, approved five Use of Town Hall contracts, one Veteran’s credit and signed the Tax Warrant.
 
Bruce told the Selectmen that Dan Dudley from Dept. of Environmental Services was here to do a Sanitary inspection on the water system today (Tuesday). The inspection went well Dan suggested a few changes that could be made but were not necessary. He said the problem that Monroe has is the nitrates which we are working on. He has received the report from Horizon Engineering and should have a response back to us sometime next week.
 
Bryan Turnbull was in to discuss the recycling with the Selectmen; they would like to try a new schedule starting in January. Recycling will be from 8:00 until 10:00 every Saturday through the summer and every other Saturday in the winter, and no hours on Thursday. The Selectmen agreed to these hours.
 
The Selectmen started working on the budget for the 2012 year.

The Selectmen reviewed and signed the manifest, approved one building permit, signed a letter authorizing the Trustees to pay Brett S Purvis and Associates $1,333.00 from the Assessing Fund. The Selectmen also approved two Use of Town Hall contracts and signed one timber cut warrant.
 
The Selectmen discussed the Swimming Program for the 2012 year, Eileen Brown has decided to step down as Program Coordinator, and the Selectmen want to thank her for her help with this program for the last two years. The Selectmen voted to have Judy Martin run the program for the 2012 year.
 
The Selectmen reviewed the budget. They will be starting work on next year’s budget on Tuesday November 15th.
 
The Selectmen went over Jon Wazocha’s proposals that he sent to DES on the nitrate problem in the town water system.
 
The Town Clerks Office and the Selectmen’s Office will be closed Friday November 11th for Veterans Day.

Selectmen’s Meeting
November 1, 2011

All Selectmen Present

Rick Ames came in to update the Selectmen on the Fire Dept. The officers met on Sunday night and one of the topics discussed was replacing the tanker truck in the next year or two. Rick wanted the Selectmen’s suggestion on whether to buy a new or second hand truck, a new one would probably cost around $160,000.00. The Selectmen recommended looking for a used truck.
 
The Selectmen signed the manifest, approved 4 pistol permits and three use of town hall contracts as well as one building permit.
The 4-H has put in a request for the town to purchase folding chairs for the 4-H room instead of the benches that they have up there now. The problem with the benches is that they tip easily and Sonya feels the chairs will be safer for the children. The chairs will still belong to the town and be able to be used for other functions.
The Selectmen were informed that the Monroe Clinic is now closed for about 3 months as Lilly has had her baby, all patients will be seen in Woodsville until she is back to work.
 
The Selectmen were served papers on Monday as Trans Canada is petitioning the court about their property taxes on two of their properties.
The Monroe Public Library is doing a Christmas Decorating Contest for Monroe Residents, the winners will be announced at the Winter Solstice Bonfire on December 22nd.

October 25, 2011

 

 

All Selectmen Present

 

The Selectmen met with Jon Warzocha from Horizon Engineering at 10:15 Tuesday morning to discuss the problems with the water system. We have been having problems with nitrates in the water for the past few months and Horizon Engineering has been hired to help us fix the problem.  Jon has come up with three different plans for fixing this problem.

1)      He suggested upping the capacity in the bedrock well; we may have to do an hydro-frac to do this.  The estimated cost of this would be $30,000.00 to $35, 000.00 and this would include all permitting fees.

2)      The second suggestion is to put in a nitrate treating system. We would probably need a 10 to 20 gallon a week treatment center, Jon will check on the size and cost of this but thinks it will cost more than $50,000.00 and would also have ongoing costs.

3)      The third option would be to put in another well in a different location and the estimated cost of this would be over $200,000.00.

Jon feels that we will probably be able to either up the capacity or have the nitrate treating system. He is going to get more information on the different options and get back to the Selectmen. He will also have to send a letter to DES the first week in November as to what we are doing to take care of this problem.

 

The Selectmen met again at 7:00P.M. and signed the manifests and approved one use of town hall contract. The selectmen also signed a contract with Cartographic Associates for 2012. The Selectmen also approved a transfer $425,000.00 from NHPDIP to Woodsville Bank General Account and $35,000.00 from NHPDIP Water Fund to Woodsville Bank Water Fund.

 

The Selectmen discussed stating the budget process next week.

 

A lot of people have asked when the Halloween Party is going to be as Halloween is on Monday. Halloween will be celebrated on Monday and the party will be held on Monday night at the Monroe Town Hall at 6:00P.M.

The Selectmen reviewed and signed the manifests, the also approved the transfer of $1,000.00 from NHPDIP Water Dept. Fund to Woodsville Bank Water Dept. account and approved one Use of Town Hall contract.
 
Craig Powers from Powers Plumbing and Heating will be here on Wednesday to start changing out water meters. The state is requiring that we change at least 20 meters a year. Craig will be starting on Coppermine Road as that is where meters first went in.
 
The Selectmen received an estimate for replacing two doors at the Municipal Building from Greg Moore. They voted to have Greg replace them.

Selectmen’s Meeting

The Selectmen reviewed and signed the manifest, approved three Use of Town Hall contracts, approved a transfer of $400,000.00 from NHPDIP General Fund to Woodsville Bank General Fund. The Selectmen also signed the MS1 form for the Department of Revenue, signed a current use change tax and signed a letter authorizing the Trustees to pay Brett S Purvis and Associates $1,333.00 from the Assessing Fund.

Bruce told the Selectmen that he has been looking into the price of pellets; the cost of pellets has gone up $5.00 a ton since spring.

Wendy Hazlett was in to meet with the Selectmen at their request. The Selectmen are looking at other options for the NHPDIP accounts as the interest rates for those have dropped to .01 percent. Wendy went over what Woodsville Bank could do for us. The Selectmen have asked Cindy to discuss this with Monica and get back to them next week.
 
Paul Ward was in to see the Selectmen about getting a building permit and updating his current use. The Selectmen approved both.
 
Keith Merchand was in to discuss Buffum Road with the Selectmen. He wondered if we could shim the end of Buffum Road when doing the paving this year as there is such a big drop there. The trucks coming out of the road are having problems and it is causing damage to some of them. The Selectmen agreed to call Pike Paving and have them look at it and see what they can do.
 
Peter Frazer was in with the contract for the Monroe Clinic. We have been working with Cottage Hospital since March to get a contract approved. Both parties have come to an agreement and signed the contract now. It was discussed that Monroe Clinic will be closed for three months as Lilly Cargill will be on maternity leave. All of the clinic patients will be seen in Woodsville during that period. They are planning on closing around the end of November for three months.
 
The Selectmen reviewed and signed the manifest, approved a transfer of $1,000.00 from NHPDIP Water account to Woodsville Bank Water account. They also approved a building permit for Becky Gibson, approved to Use of Town Hall contracts and one Use of Equipment (double boiler) contract.

Selectmen’s Meeting

Marla Caron was in to discuss the new culvert on Smutty Hollow Road with the Selectmen. She was concerned about this as last fall when we had flooding on Smutty Hollow the bridge on her land was breeched and caused a lot of damage. The Selectmen said they were replacing the culvert as the old one was deteriorating and needed to be replaced before it caused problems.  She said that the ditch on the other side of the road has not been ditched in years and wondered if ditching it would help. The Selectmen said they would look into it. Marla was also concerned about the dip in the road just past her house, she said it is getting a lot worse and thought maybe Butch should look at it.
 
The Selectmen reviewed and signed the manifest, approved two Use of Town Hall contracts and one Raffle Permit.
 
The Selectmen reviewed the water test results. On Monday we had a broken pipe at the Well House, it has been repaired.
 
The Selectmen signed a letter requesting an extension on the Hazard Mitigation grant. North Country Council is working with the town on this and has not received the information from Trans Canada that is needed for the plan. They are hoping to have the information by the end of October so the plan can be completed.
 
Alan Chace was in to see the Selectmen; he has a concern with the road job on Coppermine Road. He is afraid the trucks are going to have a problem getting out from his garage as the road has been built up. The Selectmen said they would go and look at it and see what can be done.

Selectmen’s Meeting
September 13, 2011
 
All Selectmen Present

The Selectmen reviewed and signed the manifest, approved three Use of Town Hall contracts and one pistol permit. The Selectmen also signed a letter authorizing the Trustee’s to pay George E. Sansoucy, PE, LLC $14,000.00 from the Assessing Fund.
 
Gerry Laflamme was in to see the Selectmen about crossing the Buffum Road for a septic system. They discussed different ways of doing this; Gerry said they probably would not do anything until next spring anyway. He will talk to the other home owners on the Buffum Road before doing anything. The Selectmen said they did not have a problem with it as Gerry has said he will have the road fixed when the job is done.
 
The 4-H has asked their insurance company for a policy to cover a Bounce House at the Harvest Festival on September 24, 2011 and they have agreed to give us one. The Selectmen asked Cindy to send it to the town’s insurance company for approval.
 
The Selectmen reviewed the bid from FX Lyons for work needing to be done on the wells; they are still waiting for a second bid to come in.
 
The Selectmen reviewed the budget.
 
Saturday is the last Large Trash Day for this year. Large trash can be dropped off at the Municipal Building from 9:00 A.M. until 3:00 P.M. on Saturday only.

Selectmen’s Meeting
September 6, 2011
 
All Selectmen Present
Meeting started at 7:00P.M.
 
Stephanie Cohen was in to talk with the Selectmen about possibly having Butch move the snack shack for her. The shack is up by the bathrooms and needs to be moved down near the kitchen. The Selectmen said it was not a problem with them if Butch didn’t mind doing it. Cindy will check with Butch on Wednesday.
 
The Selectmen discussed the break in at the Municipal Building, various items were taken and the State Police were looking into it.
 
The Selectmen discussed the water situation. Jon Warzocha had talked with Dan Dudley from DES , Mr Dudley would like the town to put a camera down the bed rock well and make sure there are no problems with it. We also need to look into three phase VFD’s, and we are looking for prices from a couple different companies.
 
The Selectmen approved two building permits and one use of town hall contract.

Senator Jeanie Forrester was in to meet with the Selectmen, she said she is going to try and follow in Ray Burton’s footsteps in visiting with each of her towns to see if they have any questions or concerns about what is happening in the state. A few of the topics discussed were the Northern Pass project, the picture ID’s for voting, and the problem the town has had with Dept. of Transportation with our water break.  Senator Forrester was also asked if she was coming up for the Harvest Festival, she said she is planning to and was invited to be in the parade. The Selectmen discussed the water situation and the fact that we have not received the water test results from last week.  We still need to have three water test at 8 or below to be able to take the do not drink order off. This situation was also discussed with Senator Forrester.

Selectmen’s Meeting

Linda Clark was in to see the Selectmen to get more information on the nitrates in the water for the school. Cindy had contacted DES who emailed a letter explaining what the school should do if they plan on using town water.  If the school has any more questions on this they have been told they can contact the Department of Environmental Services.
 
Randall Northrop from Corrette and Associates was in to discuss the audit for the Town of Monroe with the Selectmen. He went over the audit and the Internal Control report with the Selectmen.  The Selectmen have agreed to make the changes that were recommended by the Auditors.
 
The Selectmen reviewed and signed the manifest and approved one use of town hall contract.
 
The Selectmen discussed the water break by the Post Office. It has been their position that the State should be responsible for the bills due to the water break as they are the one who drilled through the water line. We had not been able to get the state to respond to our request to pay the bills so the Selectmen got Ray Burton involved.  Ray contacted Bill Cass from the Department of Transportation who said he felt it was the town’s responsibility to pay for the water break; the state will pay for fixing the road.  Although the state is still discussing this with Ray Burton the Selectmen decided that the Water Dept. will pay Woodsville Water & Light as well as C&C Bunnell for the work they did. We do not believe the state is going to be paying any of these bills.
 
The Selectmen voted to have Everett Douse put cement pads in for the recycling bins.
 
The Selectmen received the wetlands permit to put the culvert in on the Smutty Hollow Road.
 
The Selectmen reviewed the budget.

The Selectmen reviewed and signed the manifest.
 
Lothar Riba came in to discuss the water issues with the Selectmen. He wanted to know if the state was going to decide who the town was going to hire to help us figure out what to do. He was told that the town has hired Jon Warzocha from Horizons Engineering out of Littleton, NH and that was a decision of the Selectmen not the state. Jon has worked with the town in the past when we put the new well in.  Lothar feels that the nitrate problem is due to the septic systems, Bob told him that neither the town or the state feels that this is the problem. Lothar wanted to know what the town was going to do to resolve this problem. He was told that Jon Warzocvha, Dept of Environmental Services and the town are working together to come up with a solution.
 
The Selectmen have sent a letter to Ray Burton asking for his help with the water break that we had near the Post Office back in July. The state feels that the town is responsible for repairing the road and paying the bills for the broken water line as it is a town water line. The Town feels it is the states responsibility as they are the one who drilled through our water line. We are hoping this will be resolved soon.

Selectmen’s Meeting

The Selectmen reviewed and signed the manifest; they also approved one raffle permit. The Selectmen went over the audit report from Corrette and Associates. The Selectmen also discussed the proposal that we received from Passumpsic Bank and have decided to talk to Woodsville Bank and see what they will do.
The Selectmen had met with Dan Dudley and Cindy Klevens from DES Tuesday morning to discuss the nitrates in the water system. It was decided that the Do Not Drink order will stay on until we have three good tests. DES gave the Selectmen some ideas on what to do to fix this situation. The Selectmen are working on this and will put a notice in the paper when the Do Not Drink order is lifted.

The Selectmen signed the manifest, approved one use of town hall contract, signed the MS-5 form for the Dept. of Revenue, and signed a letter authorizing the Trustees to pay Brett Purvis and Associates $1,333.00 from the Assessing Fund.
 
The Selectmen discussed the water test results. The state has done a second test on the water and the nitrates are still high in wells 1 & 2. Both of the wells are blended with well #3 and when the state tested the blended water is was below the level for warning people. The state has said they still want the nitrate notice out for the system users. They took another test on Tuesday and we should have the results by the end of the week. There are a couple of things that do need to be fixed on the wells and Bruce will get someone in to fix them.
 
Lothar Riba had been in to see Bruce on Monday about the use of the town hall. He wanted to know if people had to pay to use the hall. Bruce told him the policy is you have to be a resident to use the hall and there was no charge for using it. Lothar asked Bruce to talk to the Selectmen about charging people $100.00 for the use of the hall. The Selectmen discussed this and Cindy will call the Insurance Company and ask them about it.

Selectmen’s Meeting

July 26, 2011

Mary Cote and Carmen Menard from Passumpsic Savings Bank were in to discuss the possibility of moving our accounts from Woodsville Guaranty Bank and NHPDIP to Passumpsic Bank. The interest rate is a little higher at Passumpsic and some of them are lower. There is some cost with them that we do not have now but they feel we would get more for our money by moving our accounts. The selectmen will discuss it more next week; before any decisions are made they will talk with Monica about it.

 

Dr Hammer was in to ask the Selectmen about mowing the lawn at the Historical Building on Grange Hall Road. He said he has cleaned up the broken glass and snow plowing damage so it is ready for mowing. He was told there have been some complaints on mowing property that does not belong to the town. Dr Hammer said that where the town mows the triangle they are right there anyway. Bruce said he has not mowed the triangle this year as that is state property. The Selectmen said they would discuss it more next week.

 

The Selectmen signed the manifest, the also signed a letter authorizing the Trustees to pay Tac2 Communications $5,290.85 from the Fire Department Equipment Fund.

 

The Selectmen discussed the bills for the broken water line that the state drilled into and decided to have C&C Bunnell as well as Woodsville Water and Light bill the State of New Hampshire for this job.

 

The Selectmen discussed replacing guard rails on Nelson Road near Nathan Laflamme’s house, they are going to go and look at the area with Butch to see what the best way to handle it is.

 

The Selectmen reviewed the budget.

Selectmen’s Meeting

The Selectmen signed the manifest, approved three pistol permits, approved one building permit and one intent to excavate.

The Selectmen also signed a letter authorizing the Trustees to pay George E. Sansoucy, PE,LLC $1,075.00 from the Assessing Fund

and ARC Mechanical Contractors $12,824.00 from the Monroe Clinic Fund.

 

Brian Turnbull contacted the Selectmen about a request he had for an after  hours number for the town being put on the

Monroe Town web site. The selectmen said that both the Town Garage and the Selectmen’s Office has an answering machine

and if it is an emergency to call 911. They do not feel it is necessary for personal numbers to be on the Internet.

 

Cindy told the Selectmen that she has contacted Primex as well as a couple of other Insurance Companies and we cannot get

insurance on a Bounce House.

The Selectmen said without insurance we cannot have a Bounce House at the Harvest Festival.

 

The Selectmen discussed the Littleton Road condition where the water break was and Bruce is going to call and see what

the state plans on doing about it.

He is also going to find out what they plan to do about the repairs done on the water line and road after they drilled into the waterline.

The selectmen feel that the state is responsible for these bills not the town.

Selectmen’s Meeting

July 5, 2011

 

Bruce Frazer, Dan Powers & Bob Wormer Present

Meeting started at 7:00P.M.

 

The Selectmen signed the manifest, approved one building permit, two use of town hall contracts and

 signed a letter authorizing the Trustee’s to pay Brett S Purvis $1,333.00 from the Assessing Fund. The

Selectmen signed a application for a parade permit for September 25th, the parade is part of the

 Harvest Festival.

 

The Selectmen discussed the fact that we had requested the removal of some streetlights in April and

 we have not heard back from National Grid on these yet. Cindy said she had called National Grid this

 morning and left a message and someone is suppose to get back to her  this week.

 

The Selectmen took a ride to Tyler’s Drive to see if they could come up with a solution to the excessive

 noise made at the Fence Company.

 

The Selectmen discussed the licensing of dogs.  The selectmen would like to see all dogs licensed before

 July 11 as that is when civil forfeiture letters should be mailed out.

 

 

. Pursuant to RSA 466:13 you are hereby required to pay a civil forfeiture, to the Town Clerk of Monroe,

NH within 96 hours of the date and time notice is given. Any person who fails to pay the forfeiture

within the allotted amount of time will be issued a summons to the District of Municipal Court.

 

At the time the forfeiture is paid you will also be required to obtain a license for the dog(s). Pursuant to

RSA 466:1-asnf 466:4 a current rabies vaccination and either a spaying of neutering certificate, if

 applicable, will be required. Documentation regarding the above can be obtained through your

 veterinarian.

 

The Town Clerk’s hours are: Monday 8:30 A.M. – Noon and 4:00PM – 6:00PM, Tuesday 6:00 PM-

 9:00PM, Thursday 8:30 AM – Noon and Friday 8:30 AM – Noon.

Selectmen’s Meeting

Robert Wormer and Bruce Frazer Present

Meeting started at 7:00P.M.

Jill Kimball was in to see the Selectmen, she was wondering if they were getting anywhere with the

noise problem at the Fence Company.

The Selectmen said they had contacted the Town Attorney and because the Town does not have

a noise ordinance that there is not a lot the Town can do. They did have Steve Shattuck come in and talk

with the Selectmen about it last Tuesday night and he agreed to talk to his employees about starting at

5:00 every day except Monday when they will continue to start at 4:00 but will ask them to try and be

quieter. Jill said that a number of years ago the Fence Company cut the trees between her property and

 theirs and did not know if it might have been better to leave them as there is no fence or anything

between the properties now. Jill said she would be will to have a sound barrier fence put up between

the properties. Bob asked Jill to give the Selectmen a couple more weeks to get some more information,

Jill agreed to this.

 

The Selectmen signed the manifest, approved one pistol permit, one use of town equipment (tables &

chairs) contract, approved one building permit. The Selectmen also signed an authorization to transfer

$9,000.00 from Woodsville Bank Water Dept. account to NH PDID Water Dept. account.

 

The Selectmen received to proposals for the painting of the skating rink, one from Vermont

Recreational and one from Advantage Tennis. They voted to go with Vermont Recreational for this job.

Selectmen’s Meeting

Skip Sansoucy came in to meet with the Selectmen.

Skip does the appraising of the Power Companies for the Town of Monroe. 

We have received two abatement requests, one from New Hampshire Electric and one from Trans Canada,

Skip is recommending that the town deny the request.

He was asked how long it would take to settle these if the Power Companies pursue them.

Skip said it could take two to three years to settle them. The Selectmen agreed to deny the request.

 

Steve Shattack came in to see the Selectmen; they had asked him to come in as there have been some noise complaints.

Steve has agreed to talk with his employees and see what they can do to keep things quieter in the mornings.

 

The Selectmen signed the manifest, approved two pistol permits, one timber tax bill and two use of town hall contracts.

They also signed a letter authorizing the Trustees to pay Winston Currier $303.79 from the Monroe Clinic Trust Fund.

This is for the materials they bought for painting the interior of the Monroe Clinic.

We want to thank both Winston and Marguerite for the wonderful job they did and the volunteering of their time

to do this job.

The Selectmen looked over the Preliminary Report from the Auditors and told Cindy what to write for responses.

 

They will sign everything next week and send it back to the Auditors.

Selectmen’s meeting

Barry Nelson was in to talk with the Selectmen about the old Canaan Road.

He wondered if the town would consider putting up a sign at each end of the road that said dead end or no

through traffic.

He has been having some problems on his property and thought this might help.

Barry had placed some game cameras on his property and someone has sawed off the locks and taken the cameras.

Barry will be filing a report with the State Police. The Selectmen have given Barry permission to put signs at

each end of the road.
 

The Selectmen took a ride up to look at the Lang Road as Rita St Arnauld has been in a couple of times with

concerns on the road.
 

Jill Kimball came in to register a complaint with the Selectmen.

The Fence Company is starting to load trucks at 3:50 A.M. and they are very noisy. This starts each year in April

and goes through October; she would like to know if anything can be done about this situation.

The town has talked to Steve Shattuck a few times in the last couple of years but it doesn’t seem to be helping any.

The Selectmen said they would contact the town attorney and see what they can do.
 


Lothar Riba was in to discuss school issues with the Selectmen.

He felt that the Selectmen need to know what is happening in our school.

He feels the children are being used as pawns and they should never have been involved in the budget issues.

Lothar would like to get a small group of people from the community to work on how to better the education at

Monroe School.
 
The Selectmen signed the manifest, 4 use of town equipment (tables) contracts, one gravel permit and one use of

town hall contract.
 
The Selectmen opened the bids for the weekly trash pickup.

They received bids from Timberwolf and Pete’s Rubbish, the contract was given to Pete’s Rubbish.

The Selectmen also opened bids for recycling.
They also received two bids for this, one from Pete’s Rubbish and one from Casella’s.

The contract was given to Casella’s.

Selectmen’s Meeting

Rick Ames came in to talk to the Selectmen.

The Selectmen had asked him to come in to discuss the Fire Department responding to medical calls.

The Selectmen wanted to let Rick know that the Fire Department is not covered by the town’s insurance for

medical calls.

It was also discussed that anyone using any town building will need to fill out a contract and have it approved by

the Selectmen

for insurance purposes.

Rick Ames has donated some file cabinets to the town that Dead River Oil doesn’t need any more. The Selectmen thanked

him for this.

Ray Burton, Grafton County Commissioner was in to give the Selectmen an update on what is going on in Grafton County.

The County now has a population of about 88 thousand people.

The Grafton County Commissioners meet every Tuesday at 9:00 A.M. if anyone would like to attend they are welcome to.

At this time Grafton County Nursing Home has a full house (135 residents), the Grafton Count jail has 98 prisoners housed

there and 42 in other places.

If anyone has any questions or concerns that Ray may help you with feel free to give him a call.

 
The Selectmen signed the manifest, signed two use of Town Hall contracts, signed one cemetery deed, one gravel permit,

signed two building permits and the Property Tax Warrant.

The Selectmen also signed a three year contract with Corrette and Associates for the auditing.

Meeting Started at 7:00 P.M.
 
The Selectmen talked with Delta Merchand about a water bill that the person does not feel they are responsible for as they had sold the house

and the meter was not read on the day of the sale.

Neither the person selling the house or the lawyer doing the closing had requested that the meter be read so it was not done.

The Selectmen told Delta that they would handle the situation.
 
The Selectmen signed the manifest, four use of town hall contracts, one contract for use of equipment, one cemetery deed,

one timber tax bill ad one intent to excavate.
 
The Selectmen discussed the use of the town hall and how some people are still coming in to use it without a contract.

They asked Cindy to write something up for the newsletter reminding everyone that they need to have a contract in order to use the hall.
 
There will be a Hazard Mitigation Plan meeting on Monday May 16th at 7:00 P.M. at the Monroe Town Hall.

Selectmen’s Meeting
May 3, 2011
 
All Selectmen Present
Meeting started at 7:00P.M.
 
Norman Stevenson was in to see the Selectmen to discuss changing the use of his building at 1646 Littleton Road from

a storage building to a business. The Selectmen approved this.
 
The Selectmen met with the road crew to discuss the health insurance.

As of July 1st the insurance will change and they will be paying more for the prescriptions.

The health insurance is going up 16% as July 1st and by making this change it will be a 10% increase.

Primex will not be carrying health insurance next year so we are going to have to find a new company

and more changes may be coming for the employees.
 
Alice Frazer was in to see the Selectmen, she wanted to know when the can trailer would be moved to the Municipal Building.

The Selectmen said they had to do a little work where they are going to put it but hope to have it there in the next month.

Alice said she would like to see it moved sooner rather than later as it is an eyesore at the Post Office.

She asked where the money goes that we get from the cans and was told it goes to the 8th grade class for their class trip.
 
The Selectmen signed the manifest, signed a letter authorizing the Trustee’s to pay Brett S. Purvis and Associates $1,333.00

from the Assessing Fund,

and approved five use of town hall contracts.
 
Bruce discussed with the Selectmen buying a second power broom for the town.

The reason he would like to do this is because both the town crew uses theirs this time of year when

sweeping the streets and Bruce

also uses it cleaning up the stones that are plowed onto the lawns all winter. The Selectmen agreed to

buy a second power broom.

The Selectmen opened the bids for the police cruiser. We received two bids; the winning bid was

from Bay Ridge Motors, Inc.from Staten Island, New York for $1,955.00.
 
Cindy asked the Selectmen how someone would go about getting the law changed so alcohol could be sold in the town.

The Selectmen said it would have to be a petition article at town meeting.

She is getting ready to start the audit for the town and the new law states that she must talk to
the governing body before doing so. She will be in the office next week to start our audit.

 
Mark Regis came in to see the Selectmen about using the town hall over the next few months for basketball.

The Selectmen told him he will have to have a contract as they need to know who is using the hall

and for insurance purposes.

Bryan Turnbull was in to chat with the Selectmen.

He wanted approval to buy a sign for the Recycling area as to what can and cannot be recycled. The Selectmen approved this.

He also asked if the Selectmen would like Eileen Brown to do the Swim Program this summer.

The Selectmen said they would appreciate it if Eileen would do this job again.
 
The Selectmen went down to the Recycling area last week to look and see if they could find a spot for the can trailer.

The Selectmen voted to move the can trailer to the Municipal Building by the recycle bins.

Selectmen’s Meeting
April 5, 2011
All Selectmen Present
Meeting started at 7:00 P.M.
 
Rita St. Arnauld was in to talk to the Selectmen about the plowing of Lang Road. There is a small portion of Lang Road that has to be plowed by a private contractor as the town plow cannot do it and she does not feel that the contractor the town is using is doing a very good job. She said that the road has only been sanded twice this winter and she has had to call the Town Garage a few times because the road was not plowed. The Selectmen said that they would look into this.
 
Sandy Lang, Cindy Guibord, Kendra Strout, Reagan Colburn, Lauriel & Paul Theriault, Todd Foley, Sue Miner, and Glenn Fearon were in to discuss the removal of the can trailer. They do not want to see the trailer removed completely. Sandy Lang suggested putting a fence in front of it, Lauriel Theriault suggested moving it to the other end of the parking lot, it was also suggested to move it to the Municipal Building. The Selectmen said it was not going to stay at the Post Office as they were trying to clean up that area and moving it to the other end of the parking lot would give us less parking area when events were going on in town. They will look into moving it to the Municipal Building. Sandy asked when the decision would be made and was told in the next few weeks as they wanted to go to the Municipal Building in the daylight to look the area over. Todd Foley asked if they could be notified when they were going to discuss it again. Sandy said she would like to know when they are going to vote on it as once it is voted on it would be a done deal. Cindy Frazer stated it has been voted on twice and is not a done deal yet.
 
The Selectmen discussed with Cindy Guibord and Sandy Lang a grant that is available to the school through Fema to help buy a generator for the building.
 
The Selectmen asked that a letter be written to the Board of Selectmen in Barnet to see when they are going to start maintaining the roads between Monroe and Barnet.
 
The Selectmen signed the manifest, approved a transfer of $450,000.00 from PDIP General Fund to Woodsville Bank General Fund. They also approved 6 use of Town Hall contracts and signed a letter authorizing the Trustees to pay Brett Purvis and Associates $1,333.00 from the Assessing Fund. They also approved one pistol permit.

The Selectmen signed the manifest and approved one pistol permit. The selectmen denied the use on the town hall to the Monroe School District for their special School District meeting on May 21st as the hall had already been requested by someone else.
 
Cindy asked the Selectmen if we could get a list of phone numbers for the people on the water system in case we had a problem it would make it easier and quicker to contact them. The Selectmen agreed to have something put in the next water bill requesting contact information.
 
The Selectmen signed a contract with Primex for the Workman’s Comp. insurance. The Primex representative will be here on Friday to meet with the Selectmen to go over different options for health insurance.
 
The Selectmen discussed the can trailer at the Post Office again. The Selectmen’s Office has had a few complaints on it being at the Post Office as it does not look good. We have removed the old building there and the trailer sticks out like a sore thumb. It was decided if the school still wanted to collect the cans they would have to move it to school grounds. If they choose not to do this the trailer will go away and cans can be put in the recycling bins.
 
The Selectmen have been looking for a computer program for Cemetery’s for a couple of years. Cindy told them that she has found a company that makes a program that we may be able to use. The company is sending information for the Selectmen to look at and will follow up in a month or so with a phone call to answer any questions they may have.

The Selectmen welcomed Dan Powers to the board.
 
Peter Frazer was in to go over the draft contract that Kevin Bruno had written up for the Monroe Clinic. The Selectmen approved the contract now it will go to Cottage Hospital for their approval.
 
The Selectmen signed the manifest. They also signed the MS 3 for the Department of Revenue. This is the revised budget for the Town of Monroe showing any changes made during Town Meeting. The Selectmen also approved four Use of Town hall Contracts.
 
The Selectmen agreed to put an ad in the Bridge Weekly putting the police cruiser up for bid.
 
It was brought up at Town Meeting that the town is mowing the church property in North Monroe and that it should not be happening. The Selectmen discussed this and Bruce will discuss it with Winston Currier and report back to the other Selectmen.
 
The Selectmen voted to move the can trailer from the Post Office to the recycling area.
 
Butch Gibson had discussed with Bruce putting an auto dialer in at the well house. This would ring at Butch’s house if the pressure in the water system went down. The Selectmen said they would look at this again once all the bills for the water break are paid.

Jamie Seidel and Rebecca Brown from the Ammonoosuc Conservation Trust were in to see the Selectmen. They are interested in getting some land along the Connecticut River into a Conservation Trust and wondered how the Selectmen felt about it. They would like to see that some of the land along the river is kept open. They were told that this is something that Trans Canada is also trying to do and maybe they should contact them and they could work together on it.

The Selectmen sighed the manifest and two use of town hall contracts. The Selectmen reviewed and signed a one year contract with Brett Purvis and Associates for the town assessing. The Selectmen also reviewed and signed a three year contract with Primax for our Property Liability Insurance.
 
Peter Frazer was in to see the Selectmen about the Monroe Clinic. The Clinic Committee had a meeting and a couple of weeks ago and discussed the new contract and things that need to be done in the building. Some changes need to be made in the contract so Peter will meet with Kevin Bruno to have the changes made. The interior of the building needs to be painted, Winston Currier has volunteered to do the painting, and the air conditioning system was also discussed.
 
The Selectmen discussed the problem of dogs running loose in the Town and also in North Monroe. The Town of Monroe does have a leash law and dogs need to be leashed or kept on their own property.

Rick Ames was in to discuss some of the things that the Fire Department is doing.
 
Dr Hammer was in to talk to the Selectmen about the problems at the Historical Society building. In the past month there have been at least ten windows broken. He was wondering if the parking area was not plowed would some of the problems stop. Bob told him that we have to keep it plowed as the school bus turns around there. Dr Hammer wondered if there was any other place the bus could turn around. The Selectmen suggested that Dr Hammer go and talk to Jim and Paula Ingerson as they are the owners of the bus company.

There have been some problems with basketball practices and games which the Selectmen discussed. It was decided to send a letter to the Tom McGuire and all of the Monroe coaches letting them know what the problems are and hopefully they will take care of them.
 
A person came in to see the Selectmen to find out if we had any maps for the snowmobile trails in the town. The Selectmen do not know of any maps and none could be found online.
 
The Selectmen will be meeting with the budget committee on Thursday night at 7:00P.M. at the Town Hall.

The Selectmen signed the manifest, they approved one Use of Town Hall contract, and they also approved one Intent to Cut and one Pistol Permit. The Selectmen filled out a survey for North Country Council in regards to the Northern Pass Project.
 
The Selectmen received a letter from DES about the Water System meters, they want the town to change out 25 to 30 water meters yearly and to put meters on the three unmetered accounts.
 
The skating rink was flooded over the weekend by someone other than Butch, and because of this the hydrant froze up. This job is Butch’s responsibility, he has been doing this job for 37 years and he does know what he is doing. The Selectmen feel that Butch is fully qualified.
